i think he's more important than he seems, party because he's played by rufus sewell, and partly because he was being so cryptic in the end. but i think he's just some bum pierce recruited off craigslist and gave a lot of money to fulfill these courier missions.
his last line "not just anywhere" implies that he does these tasks because it allows him to travel the world, presumably on the budget supplied by pierce.
