Well this is the Internet, where people can and will say stupid stuff without thinking.
Maybe John Connor sent Dr. Sam Beckett quantum leaping back to stop Judgment Day, but the fire was accidentally started when TimeCop came back to stop them.
That makes more logical sense than the daughter starting a fire more than a decade before she was even born.
Unless she used a Klingon Bird-of-Prey to slingshot around the Sun at Warp 10. Then it would be physically possible for her to start the fire. Or maybe Doc Brown let her borrow his Delorean with the flux capacitor. ...
I guess if we are not bound by the rules of the "Butterfly Effect" films, then there could be any number of ways the fire was started by time travel.
