Didn't the original TOS pilot had No.1 in pants instead of a skirt? I imagine it's a choice for female crew members like many female uniforms that can choose between pants and skirts.

Yes, Majel Barrett's Number 1 and Yeoman Colt from The Cage both wore pants so you can say some attempt was made to be faithful to the female uniforms from that era.
