Was the sheriff legally protected when he refused evictions?


I'm not sure exactly how much autonomy police departments have in America, but was he legally covered when he declared the moratorium on evictions? Or could he be prosecuted by a higher tier of police force like the state police or the FBI? How does that work when senior police staff stop following their protocol?

He can't be prosecuted, but could be recalled from office or sued to force him to enforce the law. I admire his intentions, but refusing to enforce the law is not the right way for a sheriff to go about changing the system.
