John Giles had already taken the publishers of the David Peace book to court over the inaccuracies in it and won damages. That's why the Giles character in the movie does very little.

Was Giles as big a scumbag, dirty, cheap player in real life as he was in the movie? Or was it amplified?

No he wasn't and neither was Billy Bremner, but Giles was the players' choice to replace Don Revie so he was probably a bit peeved. Clough just seemed to take the job for all the wrong reasons
