When Gary shows up to the bar with the blanks....does that mean he's just going around fighting/killing random people???

No, it's him living his dream, to be 18 forever and the leader of his own gang so he found some blanks and made it happen. Beating the hell out of a bunch of bigots is just a bonus really, scum belongs under a shoe.
