Why did the general charge them for snacks?

When the scientists go to the White House, they have to wait and a Pentagon general comes with some bottled water and snacks and says they cost $10...After he takes their money, he quickly runs away inventing a reason. They later find out that White House snacks are actually free. What's going on here, why did that general scammed them?

They stole the joke of Seinfeld, where the actor who will play Kramer in Jerry's TV series steals the box of raisins.

It's one of those "but why?" jokes.

I don’t think this gag worked.

I personally found the running gag with Jennifer Lawrence hilarious, and more of a commentary on the 'when will they EVER have enough' nature of funding the military machine in general.

Here is a general who has at his disposal literally billions of dollars from the American taxpayer/citizen...and he's STILL fleecing those he personally encounters for $10 here or $10 there? For them, there's simply never enough.

Just for sake sake of joke I guess. That would not happen in real life. It was weird. And unfunny. And that joke kept going forever since she kept bringing it up.
Reminded me when SNL does a 5 minutes long segment around the same joke and it gets boring around 30 seconds mark. So I turn it off.

Corruption of the military.
