No, because Troll 2 was unintentionally funny and became a cult-classic in that regard.

Crank 2 set out to be as insane, over-the-top, silly, satirical and bizarre as possible. It was made this way on purpose, and honestly, it did the right thing, as the first film was the sort of move that didn't need or even have the ability to have a sequel. In doing a sort-of self-parody (even the tagline was "He was dead... but he got better", which shows you they aren't taking it seriously), they made the most logical step.

Heck, the special features even seem to imply that certain scenes were put into the script almost as jokes just to see what the studio would say, and they ended up being kept in. That shows you that their aim wasn't to make a great film, but rather an entertaining film.
