I dont fully understand why Andrew Ryan created bioshock?
Andrew Ryan didn't create Bioshock. 2k Games did!

I assume you meant Rapture.
He created the underwater city to escape all the rules, laws and restrictions of the surface.

i just finished the game, oh i cant wait for the 2nd one.
i thought so, i assumed that he created it to get away from the government.
The goverment was one of the reasons he built Rapture.

In one of Ryan's radio messages he talks about how he burnt down his own forest to stop the govermant from nationalising it.
