Think of how much student debt would be cleared off. All those students that take out loans but can't pay it back would be perfect candidates for this game since a lot of them play games as well.

Yeah but it's like that in the tv show as well. All those people owed debts to loan sharks and are at a loss too. The only time they got money was they stayed (which they didn't).
I was thinking along the lines of Oh Il-Nam in just wiping out players for the love of the game but since I have stopped at Ep7 atm and haven't seen the end, I was assuming either the winner will pay off other peoples debts (since the amount is huge) or keep it for him/herself. As for no one will pay to see losers dying, don't hold your breath to black market/underground kingpin folks. There is always these types of people out there that would love to see losers get killed as there will eventually be a winner at the end of the road. Anything is plausible with human imagination and messed up fetishes.
