Because that's what was in the plot. The movie kinda sucks and is successful because of the nostalgia stuff. It's all back to Sony now, anyway.

So did I in the cinema. But on second viewing (on a smaller screen) it's not that good a movie.

He only got injected twice. Once was a serum Tom's Spidey made from Stark tech. The second was a serum Tobey's Spidey had been thinking of for years and finally got a chance to make. I guess since Tobey's Spidey was more fmailiar with Osborn and had a long time to think things through, it was better.
