Or was the trapped CDC guy telling the truth - that they were just following up on a dog with a rare fast-acting rabies virus?

I could be wrong, but I'm pretty sure the CDC doesn't usually employ snipers; the terror angle would make that part more plausible.

Considering the effect the dog reportedly had on other animals, I'd assume the feds were genuinely worried about the rabies.
