Did Jason and Cynthia LIE about the Pelican Package being optional?

I think they did. Everytime I see Cynthia tell them their friends they could pretty much do their own thing on the island I could tell she was lying.

I'm sure they bamboozled everybody just to get half off their trip

I think so. When they're sitting at the restaurant the first night and Sctanley tells them that the couple stuff is mandatory in the Pelican Package, the way Jason delivers the "I don't ever remember seeing that" line is a giveaway that he and Cynthia knew it was all mandatory and misled everyone so they'd come to the island.
