Question about Eternity

Maybe someone can help me out here. Spoilers ahead.

So if the bad guy gets to see Eternity and make a wish, why can't Thor make a wish as well or Jane for that matter - all there of them ended up before Eternity?

I guess, maybe one wish per day? I dunno.

The whole thing doesn't make sense. Even how the wish works

They said only the first person to reach Eternity gets the wish

It's totally arbitrary, but what isn't in comic books?
