She won the games because of cheating. Also it is of course possible, as the districts are miserable places and they randomly choose people, so you can survive by whits and stupid partners. The runner up used the ragtag and the other candidates were either pacifist or damaged because of the shitty security before the games. Yes, women can win, just not often, especially if they start crying because a stupid kiddo gets killed.
As the games depicted here were up to this point pure arena fights, yes, a woman winning was nearly impossible, but they started to evolve in this games. At Katniss time the chances became much more balanced once you survived the first reaping.
Why couldn't girls win the games?

On the other hand Rachel Zegler is 157cm, that is shorter than average girls, looks more girl next door and damsel in distress. I have no idea why she was cast in this movie, and her character was a singer.

If the games were a hand to hand fight, i'd agree, but bringing weapons in to play, especially ranged ones would certainly even the odds.
