The way Russel was able to get Kevin was through chocolate. Apparently, that was the answer to getting Kevin. Chocolate.
Charles Muntz never was able to do this. A reason was because he had so many companions that he needed to keeo safe. Dog companions.
And what are dogs allergic to?
Well, that's a premise I suppose. But have had dogs and chocolate in the same home before.

shareWhile it's obviously never explained and any opinion will be nothing more than conjecture, here is what I think.
Kevin likely sensed the warmth and innocence from Russell and combined with Russell's generous nature, and the fact that neither Russell, Carl, or Doug are particularly aggressive people, Kevin wasn't scared to approach and join them.
As far as Charles Muntz goes, while he became increasingly paranoid and crazy, one thing he likely always was, is aggressive. Adventurers like him would have to be aggressive go-getters to accomplish everything he did in his younger years. That sort of attitude can easily scared skiddish animals such as Kevin. Kevin is shown to be fairly crafty, fast, and agile. When you take these things and add someone that Kevin likely would be scared to get near, it makes sense that Kevin managed to stay away from Charles.
Also, it's not as though Charles was quiet, he has a big huge airship and at least a couple of dozen noisy dogs. Probably everything within several miles knew where Charles was at any given time.
