Looks and feels like it came out in 2002-2003 than 2009

Caught some of it last night on Spike TV and man the cinematography, the effects, and the overall direction reeks of early 00's, this was dated even in the year it came out.

Retaliation wasn't exactly a huge step now but it at least it felt more contemporary in look and feel, if that makes any sense.

That's Stephen Sommers, his VFX are rather showy and stylistic (The Mummy, Van Helsing).

Retaliation scored over it by being more militant and gritty, which works since GI Joe is a military squad.
