The tortured hanged himself, police caught the killer. Period. I paused and rewinded on their faces to make sure.
And the story is plausible, I didnt think that it might be another guy up until about ~15 minutes later, and then the tortured said the kid's name and then I was 100% convinced he's the killer. So it's plausible.

the guy they tortued was clearly innocent.
They said on the news that they caught John Kozlowski and we saw when they caught him.
I think he really didnt remember anything and thought he was the real killer. But either he remebered the name because he was being transported with John Kozlowski.Or he overheard the name when they were talking about their son.
You just revealed the surprise ending :).
