I noticed this too and it was somewhat distracting for a bit but then i got used to it.
I think they did this to help mask that the tig notaro character was not there with the rest of the cast and filmed her scenes separately a year later.
I read an article about this. Apparently it was an intentional choice to use a particular vintage lens with an extremely short "depth of field", resulting in the focus issues. The choice was made well before the actor replacement occurred (since the scenes were mostly all filmed before that occurred). Zach Snyder is all about his stylish visuals (for better or worse).

The film was shot almost exclusively with Canon Rangefinder lenses rehoused by Zero Optik specifically for Snyder.
