Why the need to dress Surrogates in clothes?

Why not? They aren't simply robots - they're surrogate robots. When someone hooks up to one, the surrogate which they're hooked into embodies them. Just like in a MMORPG you wouldn't walk around nude; in this case it's very much real and therefore more relevant since you are who you are, and in this case, the surrogate.
You wouldn't normally walk around naked, so why would you let your surrogate do that? Just because societal norms for the way people interact with each other has changed through robots does not mean everything else has been thrown out as well.
Societel norms would be the first things thrown away if everyone was interacting through robots. Gender, age, racism wouldnt matter anymore.

Clothes and fashion are, for many (most?) people, part of self-expression--whether or not that expression is a facade, as the surrogate itself is. Just as there were no doubt people who used a surrogate of different sex or appearance than themselves, clothes would also be part of that "persona".
Although I'm surprised we didn't see more "nude" surrogates--since nudity can also be a form of self-expression or "making a statement". Unless nudity of surrogates was (absurdly) illegal or something.

I had a similar thought about surrogates/clothing, then quickly realized the early adopters of surrogates would likely have narsissistic personalities, so they would want to dress at their best, just like having their surrogates be "the best". If push came to shove, they would likely not be dressed in sweatshirts and pants while sitting in connection chairs, but nice clothes....
With that as the precedent, everyone else would want to try to keep up... Notice that I did say "try to".
There are also examples of the 'self-expression' side of the discussion, like Miley Cyrus and her "free the nipple" campaign, and the star's daughter, Scout Willis who has been photographed shopping in New York City with her blouse tied down around her waist by its sleeves
, (New York City has a law on the books that where men are not required to wear a shirt, the same is true for women... ERA unexpected consequences? Public lewd conduct is not allowed though, for either gender.)
Now on to the comment... "need that"
Well they would not "need" that, but the surrogate-brain interface passes the senses of sight, hearing, touch, balance(?), smell to the operator, with taste and hot/cold not mentioned, (less senses in the 'basic models', which implies there are more customized models with "all capabilities", just because the owner can afford it.)
While it is a newer movie, EX MACHINA made a specific point to mention the AI in the robot body had not only been given the anatomical correctness for her appearance, but "if you f'd her, she would enjoy it". The AI had also learned to use sexual cues to influence people in order to achieve 'her' objectives. That idea could hold true for surrogates, and would presumably be a marketing ploy to sell the things, and initially a "status" upgrade from the more basic models, just because...
And then there is the obvious thought that the operators might not want to actually meet the real physical manifestation behind the surrogate. (Example: the fat guy in the girl surrogate, or the wife with the scars on her face.)
More plainly put, "what you see is NOT what you get." (Almost guaranteed, so why not enjoy the fantasy instead?)
And there would probably be a way to "mute" the surrogate's input so the operator would not 'feel' anything unless they chose to. Then on the opposite side of "mute" would be "turn it up to 11". Both of those would not be available in real life, and there would be a buyer for things that were not available in real life.
In MMORPG games where you can customise your Avatar running around naked, players still dress their models.
For surrogates representing them in 'real life', they would be even less inclined to run around naked.

The surrogates thing could even make things worse as anyone who was wealthy could be considered a "jew" in disguise and anyone who liked rap or whatever could be called "he/she surely must be a ni**er"
