He cannot really "hire". The acting industry is HIGHLY selective. The only power he has is to refer all these people to his agency and his agent, along with other agents, have to select them to star in the movie. Of course, even with a movie like this, it has a limited budget and so the people employed, have to have some sort of real part. If not, then they are just wasting $ right?
