What's up with the Iraqi people?

Like in these bomb diffusing scenes, they don't seem to get out of the way of danger unless they get a gun shoved in their face, even if it's for their own safety.

The guy in the first scene tries to start a conversation with Sanborn during an intense operation in progress. Is he a terrorist, or is he just a complete moron?

And the taxi driver, what the hell was his problem?

Do these people need to be shouted at, and have a gun in their face before they listen?

Yeah. The sad thing is that this is a fairly okay situation, Middle Easteners (with an average IQ of 85) usually understanding instructions after being repeated 2-3 times. The sad thing is that gypsies and illegal immigrants in Europe are way below that and can only be educated through savage beatings, something that was ruled illegal by corruption of justice their very own sponsors.
