The Mr wilkins story, I'm confused about who he is burying, at first i thought it was the fat kid, but it isn't, it's someone in a clown costume, who is this?

One contains the decapitated body of Charlie (the fat kid) while the other has the body of a kid in a clown costume (who wasn't quite dead). The implication is that Mr. Wilkins had already begun his killing spree earlier in the day.
