Oh, but they are! Even when I was serving in the US Army Rangers, we knew about the BOPE in Brazil, who are considered - even by military forces - as the most highly trained urban warfare specialists in the world. After all, they get more practical experience than most...

If everyone paid and equiped their police forces well enough, and let the BOPE train them, the trafficking problem would be solved very quickly!

That is why they are an ELITE squad. Their training is on par with military special forces (say, the Navy SEALs, for instance), not the marines, which is a normal branch of the military. If the training in the marines was so strenuous, there wouldn't be very many recruits, and hence, no military.

Whatever Serpico, NY cops are just as corrupt and undisciplined like the regular Rio cops you seen in the film.

BOPE is a military unit that exists within the regular police force.

You can't be serious. In 2007 the NYPD shot and killed 10 citizens, while loosing three members of its own force.

Is there corruption and brutality in NYC? Yes.

Were some of these killings questionable or avoidable? Yes.

Are there "no go" areas in NYC where drug dealers openly walk around with military grade weapons? No.

Are there death squads or random reprisal killings of civilians? No.

Do the police feud about who controls which corner, kill their own members over splitting up booty or demand bribes for vacation time? No.

Are the levels of poverty comparable in the two cities? No.

In distinction, Human Rights Watch reports that the police killed 694 people in Rio de Janeiro in just the first half of 2007.

I love Brasil, but I often find that Brazilians have a highly distorted view of other countries. Of course in the same way, from watching films like Elite Squad, City of Men, etc. most Americans believe that all Brazilians live in favelas, deal drugs, take bribes or are victims of violent crimes.

From what I understand, there is no real equivalent to the BOPE in the U.S. They are kind of like a cross between our state police and national guard, i.e. a state-level military force that does law enforcement.

Would John Wayne be having this conversation?

A lot of European countries have national paramilitary/law enforcement forces (La Guardia Civil in Spain, Gendarmeres in France, I can't remember what they call them in Italy). But BOPE is at a different level of brutality and violence, they are more like a military force on patrol in a war zone.
