If Loki was ready for a fight could he defeat The Hulk in battle?

I know that Loki underestimated The Hulk when he screamed at him and said that he was a god and would not be bullied by him, only to get grabbed and smashed repeatedly and knocked out by Hulk because he wasnt expecting to be attacked at that moment.

All of that being said, if Loki had approached The Hulk on an open field or street in The Avengers armed with his Staff and prepared to fight without being taken off guard at all, would Loki stand a chance against The Hulk?

Loki was kicking Captain America's ass with his combat skills and tricks, would own Iron Man in a fair fight without Tony sneaking up on him using weapons when he was already distracted and fighting someone else, fights well against Thor, i think Loki could use his Staff to defeat or trick The Hulk.

Basically a less high intensity battle between that was similar to Thor vs The Hulk but with Loki using tricks and weapons more and doing damage while Hulk was distracted, not doing close up fighting as much, but The Staff would damage Hulk a lot, maybe turn him into a pawn like Hawkeye and Eric Selvig were.

Loki as a sorcerer could easily beat Hulk.
Not in physical strength. Only Thor is there. Stan Lee recently said Thor beats Hulk.

On the marvel strength chart, Loki is listed in the 30 - 50 ton range.

Hulk and Thor are listed as "Potentially incalculable, able to lift in excess of 100 tons"

This Hulk would tear Loki a new one. Oh wait, he did! Haha. Loki would for sure get some good hits when battling Hulk (and you know he's capable since he'll not only try to outsmart him, but he's powerful as well), though at the end of the day I'd put my money on the big guy.

If Loki had used his mind powers instead of throwing a hissy fit, he could have gotten Hulk to walk off the edge if the building and drop 100 stories into the street.

Ranting at your enemies is even worse than monologuing.

Falling 100 stories is like accidentally rolling out of bed to the Hulk.

What you just said reminds me of the fact that while I like the movies, they really toned down Loki's powers in the movies.
In the comics, Loki was so much more powerful. He didn't need some staff to control people. His powers were all magic based in comics and in the Silver Age comics I read, he came down to Earth and just to get Thor's attention made all the most famous monuments in every country in the world just disappear with a chant and a wave of his hands.
