A little early to tell, but it doesn't seem like the general public had been aware of Godzilla until he and the MUTOs made their appearance on the news.
"Right... I agree... but i'm saying, their wonderment that there are monsters, at all... that wouldn't be new."
It would be new, especially considering the general public wouldn't have seen anything like it before and the fact that Monarch, a secret organization, kept them classified. In terms of Kong, the only ones being exposed to his presence within that time period (60s/70s) would have been a small group of people, mostly military and the natives on an island hidden away from civilization. A little early to tell, but it's hard to say in terms of whether Kong will actually have been brought back to civilization in the first place along with things such as climbing the Empire State Building.
