They leave explanation out at that point, but given what we've seen of the movie up to this point one can extrapolate. In Korea, it's stated that it took anywhere from 5 to 10 minutes for a bitten person to 'turn'. Meaning, the 'turning' point of the virus gets longer the closer to the 'origin' you get.
The flight they catch in Isreal is a Belarus Airlines, which if I'm not mistaken is of Russian or Slavic origin. It's possible to speculate that a person that had been bitten had tickets for that flight, and had been bitten by a person with a strain of the virus that took longer for them to 'turn'.
Otherwise, it doesn't make sense.
OR the more time that passes between the initial outbreak of the disease, the more it mutates and the less time it takes for a person to turn
It's highly likely that the people that turn in korea at the present time of the movie only take 12 seconds
