Good question, apparently buoyancy in water is related to the amount of air in the lungs - people sink when they inhale water as air is let out of the lungs. Struggling, and let's face it that's about as close to swimming as you're going to get with hands and feet tied, is more than likely to result in inhalation of water. So she would initially sink on being dropped in the water, surface, sink again until I assume she enjoys their gets tired, inhaler too much water, or gets hypothermia. Either way it would take a long time.
That's my understanding anyway.
It's not just the air in the lungs, it's also how much fat a person has on them. I'm extremely skinny and I sink like a stone when I'm in water.

She's dead. I thought that was clear when you couldn't see her floating anywhere after she was dropped into the water. Also, Haneke is kind of an "unhappy ending" filmmaker.

Well, considering she was tied, mouth was taped, wearing a heavy jacket, and it was windy....I would say her chances of survival were slim to none.
