I think those guys weren't officials, I think that they were just ordinary people who took things a bit too far while trying to survive

Taking hostages and threating barely legal women (how old was Kate anyway?) has very little to do with survival. These men were giant douchebags (and potential criminals) before the pandemic; the disease merely brought to the surface what were they capable of without no law enforcement aorund to handle them. The good captain, on the other hand... I didn't even know what he was doing with those guys.
