And the scientist/encyclopedists who are responsible for galactic knowledge can't recognize the need for diversity of technology: they debate which one-size-fits-all time piece they should preserve for EVERY planet in the galaxy. Will it be sundial or water clock?

That does seem odd, maybe I missed something, are they limited in the amount of knowledge they're able to preserve?
