Which Jack Reacher novel is this based on?

I'm curious how they pick which novel to turn into a film since they chose not to use the first novel in the series.

Apparently when Cruise's production company acquired the film rights to the Reacher books, they started scripting One Shot, which was the latest book released at the time. Simple as that!🐭
