If it was known that Ron was selling drugs, why was not he arrested? Can anyone sell drugs? As far as I know, he was selling Peptide T which was unapproved. How could Ron, being just a patient, who got the drug into his country on the pretext of personal use, sell it?

Ron was not selling drugs, he was giving them away to members of his club. Of course one had to pay to be a club member and the club was ultimately raided. The drugs ddC and peptide T were not approved though also were not illegal until 1987 when the FDA changed it's rules.
