Actually the houses were built as a set in the middle of summer in Ocean Park/South Surrey - sort of White Rock area. Down the street from me. Everyone took their dogs for a walk and checked it all out - animals and all.

The downtown was filmed in Cloverdale, BC - where the smallville series with Kristen Kreuk is filmed. I think they filmed the police station inside Earl Marriott School on 16th Avenue in Surrey.
Oh, and Kristen Chenowith has a thing for very large (I mean xxxl) slurpies...it might be the reason she's so perky.
They also shoot Supernatural in this area. Actually, they film everything around here. Lochlyn Monroe that's in this movie - he always stars in movies locally - I think he lives around the corner. He was also in The Tooth Fairy, which they filmed near there too.
It's an interesting neighbourhood, Daniel Baldwin used to live around the corner - before he left his wife or something. Alot of people live in this part of the world - Paul Rodgers of Queen and Bad Company lives literally minutes away from where this was filmed too. Oh, yeah, the good looking guy from Nickelback lives around here too - I saw him once at the Starbucks two blocks away...

Yeah it did look like summer despite the snow, I think it was because the sun did not seem low enough and no steam was coming out of the actor's mouths
