Why no police protection?

First of all let me say I absolutely loved loved LOVED this movie. The acting by mr Costner and Hurt was excellent and I even liked Dane Cook as a wanna-be serial killer who Mr Brooks sizes up and plays like a fiddle. The pacing was good and despite what some people on these boards say the sub-plots actually added to the movie. But one thing bugged me. When Demi Moores character is attacked by a escaped prisoner who she put away, WHY isn't she immediatly put under 24 hour police protection. It's like the Portland police department said to themselves "Well he's already tried to kill her once and failed so he probably won't try again". And later in the movie when they are searching the chiropractors office it is just Moore and her partner. Not like you'd want a SWAT team to possibly take down a roided escaped prisoner, we'll just let Demi handle it. I think I see how Mr Brooks hasn't got caught after all these years. But other than that a pretty good movie. What does anyone else think?
