In real life you want a robbery to go down as quickly as possible. Less time for cops to arrive. Less time for someone to be a hero. Less time for screw ups.

I think movies give audiences the false impression that robberies are elaborate con games with guns where it takes all afternoon to loop the feeds on the security cameras, infiltrate the bank in disguise, walk in armed to the teeth, sweat as you look around at security guards, then explode into action, have two or three firefights, and get into a car chase.
I've never been a bank robber myself, but I imagine you want to walk in, run to the teller, pull out "F-off guns", and take control of the situation (yelling and making them lie on the ground) in about twenty seconds. Then make somebody empty the vault/tills/whatever in...I'm going with a minute to a minute and a half. Grab everything you can in that time and hit the curb before four minutes is up.
You don't even need a gun to rob banks in today's world. Policy is to give the robbers what is in the drawers. It's a small amount and it is insured.

I always took it to mean he'll only wait for 5 minutes, which is to say, it's up to his associates to estimate the time they'll take and tell him roughly when to show up.
But yeah, it's sort of a weird rule, which in fact wasn't in James Sallis' novel.
