It was never officially addressed, but what it was, was a major goof on the writers part in season 1. In season 1, Street, Riggins, and Reyez were all seniors. Matt was a sophomore, Landry was a sophomore, Smash was a junior, and that's pretty much it.
Riggins became a fan favorite though (writers loved Kitsch as well) so they essentially made him a Junior, gave Smash an extra year, gave Reyez an extra year and kept Matt a Sophomore.
Think about it. Matt and Landry were in the same grade as well, but then after season 3, suddenly Landry was a junior when Matt was a senior.
It ultimately came down to actors who could be afforded, an interchange of writers and networks, and the show trying to right many of the supposed wrongs of seasons 1 and 2.
