When I typed Hostel II into Imdb search, as a result it came out this:

I can see your confusion. However, a rump version of Yugoslavia continued to exist after 1991, covering only two of its six states and around 40% of the territory.
That rump Yugoslavia's name was changed in 2003 to Serbia and Montenegro, and "Serbia and Montenegro" ceased to exist in the summer of 2006 when the two titular states chose independence over the loose confederation they were in.
However, since this movie came out in 2007, shortly after the break up of Yugoslavia II- Serbia and Montenegro, the template used to fill in the dates movies come out was still the same.
Check your facts before you dub anyone ignorant or stupid. Love the irony, though.
