If Sasha was the boss of Elite Hunting....

Does that mean he conceived the idea of the killing club or a larger organisation (the Russian mafia?) just has him supervising the club?
In the commentary for the first movie they imply that the club is controlled by the Russian mafia but the second movie also implies that the club is an independent organisation with Sasha as the top man.

Elite Hunting is probably an international organization with Sasha just being head honcho in Slovakia. I say that because the third film has Elite Hunting in Vegas.
