Welsh?...then Irish....the English.....hay Tony why not some Scottish too?...give us a bit of Connery!

To answer the OP, it was because they went back for re-shoots. Tony Hopkins attempted an American accent in the initial scenes and then let his normal accent slip, but when they re-shot the ending he decided to do the Irish accent of the guy he based the performance off of, like Ted was relaxed and letting his original self out.

I heard a Irish accent from Hopkins throughout the film, not entirely convincing and meshing somewhat with his native Welsh, but consistent.
Hopkins is Welsh.

He does have a lovely voice though, I could listen to him speak for hours.
