I was watching a rented DVD of this and wasn't interested enough in it to keep watching past the 10:21 minutes mark.
The Ennio Morricone soundtrack bit from "Once upon a time in the West" just highlighted how great music alone doesn't create suspense. If the main character is unsympathetic in a rather dull way, and the cuts and storyline aren't great, you can't create interest and excitement by putting on a well-known piece of music from a well-known film.
As for De Niro - in those first 10 minutes I watched, he was once again going through his typical facial expressions in the kind of imitating-himself-way that also characterises most of Jack Nicholson's work ever since, uhm, The Shining, I guess.
