Mike himself said he was Scottish, perhaps meaning he came from Scotland but his heritage is Irish, or vice versa.
Perhaps his Father is Irish and he grew up in Scotland.

The joke is that the American's are not familiar with his accent, which is why they keep thinking and saying that he is Irish. He IS Scottish.

Mac- names tend to be scotish. Mc- names tend to be irish. all O'- names are irish.
names ending in "-ghy", "-han", and "-gan" are irish.
names ending in "-kirk", "-den" and "ess" are scottish.
ok whatever the case the teacher introduces him as someone from ireland because he just figures thats where he's from due to his accent. Mike then corrects him. as Mike also corrects Dito on the train even though dito then goes home and talks about his irish frien from school. its a bit of a running joke

Another level to the joke is that the original, real-life character, was actually Irish, and known as Irish Mike.
