Fox tells Bruce that spying on 30 million people is not part of his job description when Bruce shows him how he applied the sonar thing to every cell phone in Gotham.

30 million is an INSANE amount of people to live in any city, no matter how large... NYC and London are a bit shy of 9 million each... LA only has like 4M... Chicago 2.7.... and Gotham 30 million?! WTF

Wish they had said a more 'realistic' number... 7 million people (a lot but not unbelievable).

When this movie came out in 2008, fans were too caught up in Nolan to even analyze this movie to that extent

However, 30 million is quite a lot for one vigilante to handle, especially if the city is corrupted like Gotham.

He was talking about Metropolis area. The combined Gotham-Metropolis metro area has about 25 million people, approximately the largest metropolitan area in the Western hemisphere. That's from the comics.
