Was Harvey Dent naïve to a point?

Don't you agree that he was far more driven by pride than he could ever admit? It seemed like Harvey really thought that he could turn Gotham around just because he was smarter and all-around better than not only the local kingpins, but also the Gotham police, mayor, and police commissioner. But when unlike with Batman, he never truly seemed to imagine the personal cost such as losing Rachel. And the Joker understood Harvey's righteousness was surface deep, and proceeded to manipulate him accordingly.
