Why didn't The Joker just turn himself in?

The Joker's plan was to get arrested. How does he do that? Does he walk into the police station and say he'd like to turn himself in? No, he engages in a huge chase with the police where he shoots at them with a machine gun and an RPG. Why the hell did he do that? I know he's theatrical, but he's very lucky he wasn't shot, which would've ruined his plan.

Well, remember...he has NO plan. I mean, he didn't go through a great deal of planning and money to get different crews to rob all of those banks, hijack several school buses, plant explosives in the same hospital Harvey was taken to, load up all of the explosives onto two ferrys and not have the actual crews discover them....

Oh man that would've been tits, bro! Way cooler than motorcycle chase.

I think the plan was to kidnap Harvey Dent. He needed those guns and RPG to get him out of the SWAT team truck.

He anticipated cops and helicopters. He anticipated Batman. He even anticipated getting caught.

He didn't anticipate Gordon showing up at the last minute. Gordon helped thwart that plan (remember him bragging to his son, "This time I helped [Batman]".

But Joker still went to jail at MCU. And he was still able to plan that crazy escape and still got to kidnap Dent.

"Do I look like a guy with a plan?" Uh, yeah. You do.

That's less fun for him.

Seize the moment, 'cause tomorrow you might be dead.

Turning in was probably too much suspicious.

Only the Joker knows for sure.
