My only guess is that at the time that this movie was made, Universal wanted to branch out on making unrelated sequels that were straight-to-video, like how they started doing with the American Pie franchise the year before. However, this movie was given a theatrical release. It's possible that "The Fast and The Furious" was slapped in the title to make money. At the time this was made, nobody knew where the franchise was going, especially since 2 Fast 2 Furious was not that well-received among critics.
The whole movie was a standalone title until the ending, when Vin Diesel made a cameo. However, the film was made canon later on, but some changes were made in the storyline.
