I don't know if a figure has ever been released, but Tarsem largely financed the film with his own funds. Also the cast and crew were paid on an equal basis as opposed to what you get with your more standard Hollywood fare. Filming also wasn't done in normal fashion either - it took place over 4 years.
Given that this seemed very much like a project of passion for him (one of the reasons he largely financed it himself was because he was determined to make the film and the story how he wanted it told - he didn't want a studio telling him what he could and couldn't put in), I'm not sure he minded it only doing $3 million.
