Terrell Baylor Civil Case questions

A few questions about the Terrell Baylor Case:

Brenda gave Reggie (the original suspect of the "Shootin' Newton" killings) the opportunity to make as many free calls as he wanted after he learned that Terrell had killed the store owner and grandson and that Terrell was going to go free because of an immunity against prosecution deal. In subsequent episodes, Brenda maintains that she had no way of knowing anything bad would happen to Turrell when she dropped him off at his home.
1. Does it ever come to light that she encouraged the gang member to make those calls about Turrell's release?

2. Raydor wanted to wrap up her investigation quickly and conclude that nothing wrong had been done, but Pope made Raydor go back and interview every member of Brenda's team. Exactly why did he do it? Did he want Brenda to be tarnished so she couldn't take over his position? Or...?

3. How did Turrell's gang members not know he had an identical twin in the army??

TIA for any and all answers.

1) It's implied that "everybody" "knew" that he made the calls but the whole reason for the investigation was whether Brenda was aware at the time that he had been making of those calls and the implications and potential consequences were.

2) Pope knew that Raydor had already made up her mind but wanted a clear paper trail.

3) Good question.

But it seems that if it was ever proven that Brenda told Reggie Moses to make as many calls as he wanted after also telling him that Turell Baylor was going home, that she would have been determined legally guilty of something, right? So I guess Gabriel wasn't around when she told him to make the calls.

3. They did know. When they saw Ty in the nightclub they thought he was Terrell. They didn't know Ty was home on leave and he certainly wasn't wearing his uniform.
