Who shoots the main character at the end of the movie?

I suppose it was a member of the Russo-Korean arms gang; he was the one who called the gangs boss after he died to inform him he is coming after an hour with the merchandise.

Yea it was the arms dealer's brother that found him dead earlier. He found the protagonist's business card on the desk and tracked him down.
