Probably when it was released (or released on DVD) outside of the United States and Canada. Lots of other English-speaking countries call that kind of vehicle a "camper" or "caravan," and the term and title "RV" would be more or less meaningless.
I'm not sure what led the IMDb to list it under a new, different, international title. They've been doing that a bunch recently with Chinese films that have become popular inernationally, so things like Hero and Crouching Tiger, Hidden Dragon are being listed under their more well known English titles instead of their original Chinese titles.
