You're right he is great. But it should be pointed out that it's not just the character as written, but the actor's performance as well.
His name is Nick Swardson.

I love how Hector is wearing Jimmy's peacock skating costume at the skating finals. How did Hector end up with Jimmy's costume anyway lol?
